2 oil seals in yz250 top end kit ?

Just pulled the top end off my 2010 yz250 to sort out the oil leak from the powervalve shaft seal. Turned out it had been rebuilt without one by the Yamaha dealer who fitted a new jug for the previous owner !  

I've purchased a Mitaka top set gasket but it contains 2 oil seals identical to the powervalve shaft seal , any idea where the second one goes ? 

Edit. Looking through the parts fiche the only place I can see another is part #6 for the PV governor push rod shaft

Yep, YZ250 has only two sets of seals that are identical. When you get to replacing all the seals, the two that run the PV/Gov, and the two for shift shaft and clutch actuator are identical.
