WR250R headlight wiring?

I just bought a 2009 WR250R and was surprised to see that the headlight only comes on when the engine is running. I thought all "street" bikes were wired so that the headlight will run off the battery with the engine off.  I also thought that some states require an operating headlight with the engine off. 

Is that not true?

On the WR250R "the headlight only comes on when the engine is running". Both I and the DMV drivers license instructor in my state discovered this at the same time. Horn blew, signals signaled, brake light worked, with ignition on, but no headlight without engine running.

The owners manual seems to imply that the headlight comes on when the engine starts, and will stay on if you stall the engine. 

I just got the bike and will give that a try when I get home Tuesday to see if that's true.
