1999 yz250 cutting out at low rpm

I am new to the 2 stroke thing i just got a 1999 yz250 and when i went out to ride it for the first time i noticed it was cutting out and kinda bogging down at about 10 to 20% throttle then as soon as you get passed that it rips. it doesn't want to die or anything it just cuts out and has no power. so i thought that it might be the pilot jet so it had a 50 in it so i went down to a 48 and it didn't fix the problem i am stumped and need some help. any ideas?

Ok so here is what I did I dropped the needle down one click then I turned the air fuel screw in half turn increments when I got to 3 it ran the best so does that mean I should put the 50 pilot jet back in?

No you need a leaner pilot , if you wind the air screw out it allows more air in to compensate for a rich pilot , 

google spanky's jetting guide it explains the correct way to set the airscrew 

what temps and elevation do you ride in ?
