Why is my bike siezed

So i just finished a new top and bottom end rebuild on my 2004 crf 250r and when it went to start it nothing happened i have air gas and spark so i thought maybe i just messed up my timing so i pulled it all apart and re did the timing like i just lined up all my marking again 

But now it siezes up again inarowed it down by taking the exhaust rocker are out and now the kick starter moves freely but with the exhaust rocker in it siezes up anythoughts

Sure timing is right? Sounds as if piston is coming in contact with exhaust valves
