If that's true, and it's not all gain from something like a throttle stop removed or another cheesy "swap wire mod" method . . . I will buy it. It will be mine.

Pretty much this.

The WR250F no longer a 50 state legal green sticker bike. It got the same motor updates in 2018 that the F and FX got last year. So, now it's now basically a 250FX with a headlight and odometer. If you have an older one with the competition kit installed with an aftermarket exhaust, you're probably pretty close to the 2018 power.

It appears that the 2018 WR250F is now a RED sticker bike, while the WR450F is still a GREEN sticker bike.
