A question of valve clearances

Piston at TDC (top dead center).  Valve inspection covers off.  Is there supposed to be enough room between the valves and the thing on top such that they move a little bit?  I have the service manual specs, but can you really feel .08 mm of clearance?  Right now there is no space between the top of the valve stem and the thing that pushes it down.

Last question is so what?  What if I just leave it the way it is?  I have compression, so does it matter if they are a little tight?

Yes, they should have a little bit of noticeable clearance.  If you move them, you should hear and feel a little movement.
