shock lowering

how much can a shock be internally shortened?   Am I only limited by the spring length?

In theory, yes.

Practically you sooner or later will introduce very bad suspension performance due to the lack of travel.
The max. distance I shorten suspension for riders is 30mm, which is a 10mm spacer inside the shock.

I am doing a street tracker bike and want to lower the front and rear a fair amount.  will I have to work with the linkage rate along with lowering the shock?

I will be using much heavier spring rates due to the lowered suspension  (shim changes too).
