Can you street legalize a dirt bike in NJ

I have seen a lot of dirt bikes with plates in NJ on craigslist but i haven't seen any one post the process on how you can do it. I really only want to get the plate to do enduro races and stuff like that in NJ. If anyone has done it and is willing to help me out i would appreciate it.
