Help selecting some tires for a 1998 dr350se

I'm a beginner rider with a DR350Se as my first bike, I understand the tire measurements a little but I can't find any tires the same as my stock size that would work for me. I'm looking for a tire more suited to the street but how far am I able to deviate from stock measurements? 

I thought this was a pretty good tutorial.

Those shinko tires look perfect, I'm gonna order those soon. Another question is do I need to replace the inner tubes when I replace the tires?

depends on the condition, i reuse good-looking tubes.

if you take them to a tire place, they may force you to use new tubes regardless of condition due to liability
