Extremely high idle when choke is on

I have a 2008 honda crf150rb. When I pull out the choke the idle is excessively High. This occurs when the bike is hot or cold.what would cause this to happen?

It happens because your DON'T READ YOU OWNERS OR SERVICE MANUAL

Thats normal the choke makes the bike run richer. More fuel = more rpm.

The bike is idling at 3800 RPMS when the choke is out.

Normal. The choke (actually an enricher) adds fuel AND air. On many engines, once the idle begins to climb significantly, you can press the enricher knob in.
