KTM 50 issues

Looking for some help with my boys 2008 KTM 50sx senior .... this is my first one and apparently I will need 2 things patience and beer.. first issue is the front brake. The lever can be pulled all the way and they stop but not with much force. If the lever is pulled all the way to the grip I can still a move the front wheel forward if I push hard enough. Could it just be fluid and a bleed ? I checked the pads they look good. Second issue is the carb...... it is a brand new OEM Dellorto not some junk eBay carb. There is a bog or sputter until it kicks in ... any help is greatly appreciated thanks !
