It it not adjustable as the Governor works the valve opening and closing. 

What exactly is he wanting out of it a calmer power delivery if so a Fly wheel weight would be optimal.

Actually this is incorrect. The spring tensioner on the left side can be adjusted some and that can open up the valves sooner or later by applying nore tension on the valves.

There are two 8 mm nuts that hold down a power valve tensioner on the left side of the case towards the front. If u loosen the nuts you can adjust the power valve. I think it’s half a turn to the right is stock, and you shouldn’t go more than 1 1/2 turns or you could break the spring. Research it to make sure. It does make a noticeable difference.
