17 KLR 650 radiator and fan issues

My KLR developed a small leak in radiator casing easily repaired by Myler's.  Now the fan does not work.  Did electrical checks and fuse is fine, either relay or fan.  It appears it is the fan itself as will not turn even if directly hot line connected.  Looking at an on/off switched fan rather than the $350+ replacement of fan.  Will the old CPU fan option work, anyone tried it?  As long as we are traveling down the road at speed we are in usual temp range, when stopped end of ride climbs to 3/4 hot.  Retired, limited income so need cheap options.  Searching Ebay and Craigslist for used fans as well

 The fan blade runs close to the shroud and can get hung up if the shroud is bent a smidge.
