4.00x18 vs 4.10x18 profile anomaly

I have 2 different XL125 rear wheel/tyre setups. One is a superb original Akront -rimmed alloy 2.15x18 with a 4.00 R 18 DunlopK420 radial with OD approx 26.5 inches. The other is a not so nice DID chrome 1.85x18 with a 4.10 x 18 Chengshin with OD approx 24.5 inches. I might logically expect the 4.10 to be bigger than the 4.00 but these are the opposite. The 4.00 is the more purposeful looking tyre and looks more intuitively correct for the bike. Can anyone shed any light on what is going on here? Thanks
