04 Ktm 450 exc sm swap

Can anyone lmk if I need a spacer evertime I tourqe it to spec the axel feel like it’s binding but wen I loosen it it spins freely seem like it’s binding on axel

You need to read the owner's manual, which you can find for free online, and follow the instructions for installing the front wheel. There's a procedure for it to preclude fork binding.

I did everything by the manual said I just switch to sm rims and put axel sliders an took the axel puller out so idk if I did something wrong or they put wheel bearings in wrong I never did this  before an dnt kno much about it  But thanks anyways and if anyway has any knowledge to help it be much appreciated thanks

The manual gives a procedure on how to install the front wheel to prevent binding. Did you install it exactly how the manual said? Before you torqued the pinch bolts, did you compress the fork to center the fork legs?

your photo makes me think you're missing a spacer or haven't torqued the axle enough

Check to make sure there's a sleeve inside the hub between the two inner bearing races.  If that's missing, it'll apply a side load to the bearings which could stop the wheel from rotating.
