is it necessary to remove the bottom bolt (valve stack) to replace the oil seal??
You do not need to disassemble the valve stack, but you do need to remove the base valve from the lower fork tube in order to empty all of the old fork oil. It would not make much sense to go to the trouble of replacing a seal and leave the dirty oil in there.
I used an air impact wrench to spin the base valve off. Alternatively, you can fabricate a damper holder by cutting some slots in a piece of pipe and turn the base valve by hand. You'll need a 14mm hex key to fit the base valve. The head of a common 3/8 hex bolt is very close to 14mm and will work in a pinch.
