kxf 250 moving without any acceleration?

hey... first post ever on here not sure if this is the right area to be posting this but i have a quick question

When i start my motorbike up i can take off without any acceleration and i can also ride it without any acceleration it moves at jogging speed not fast at all but its annoying, my throttle doesnt seem to be sticking it flings back up when i thorttle it down like it should so idk what it could be any opinions? i also did a carb clean AND got a new throttle cable and that didnt fix anything please help.
