Auto decomp sticks in closed position

Hey guys I have a 2008 yz450f. I was out riding last summer  at a track and just before I was done for the day l popped the clutch and it stalled. So I went to kick it over and it was terrible hard to kick over No chance of starting it. I wasn’t sure what had happened. So I take it home and take the cam cover off and here the lobe on the exhaust cam for auto decompression is stuck/jammed all the way into the closed/in position. (If I am right shouldn’t it only be in high compression when it is in the out position.) I have heard if you put your bike in gear and roll it back and forth it is supposed to free it up but doesn’t seem to work for me. So basically every time I go and start it it jams up on me. Just curious what your thoughts are. Should I just replace the whole exhaust cam? Or is my cam tightened down too tight? Thanks in advance.
