How can I fix this?

So I have a 2011 KTM 250SXF and everytime I’m trying to install the ignition cover the top side leaves a gap between engine case and ignition cover. I had the snap ring on the intermediate starter gear and it’s still leaving a gap which can be closed. However, if I take off the snap ring then the ignition cover sits, but then the electric starter can’t turn over the gear because it’s squeezed against the ignition cover holding it in place.

Any suggestions on how this can be fixed? Thank you ahead of time.
