Head bolts or head to frame bolts first?

Hi just put a new recoated cylinder on an manual says tighten frame head bracket first then head nuts is this right kx125 03

Tighten head bolts first. Then bracket bolts.

Ok cheers thts what I thought head bolts first cheers I thought if I left the top head bolts loose then tightened the bracket it could pull it out of line the manual says tighten head bolts then bracket then head bolts again being the top head I presumed anyway after a recoat the head bolts some didnt go in very well abit scary being its alloy anybody had trouble with this recoat meaning nikasil
