What does this mean to us California offroaders ????

The conservancy won't be able to own land itself or wield the regulatory powers of some other conservancies in the state. But its creation will allow millions of dollars in state bonds, which so far have mostly benefited wealthy coastal communities and Lake Tahoe, to flow through it to local trusts and state agencies, allowing those groups to buy land from farmers and developers in 22 counties, including Placer and El Dorado.

The range contains more than 60 percent of the state's water supply, and tens of thousands of new homes already are proposed for construction in the affected areas, conservationists said.

I can't tell from the article. It might actually be good if housing developments are blocked, and we can still get access to the land to ride. It would be bad if it meant that the conservation areas were closed to OHV. I didn't check the BRC site yet to see if they had comments... :cry:
