breezewood proving grounds???

I have heard a rumor floating that Breezewood Proving Grounds has finally opened legally. I know the township shut them down for having trails on other peoples land. Some people on other sires have said they opened back up. If they did their website and phone number are still not working. Does anyone know anything about this?
