PA Dual Sport Regualations?

Does anyone know the requirements to dual sport a bike like an xr250 in Pennsylvania? Also, what manufacturers sell good kits?

I put a Baja Designs kit on an XR 250 a few years ago. That bike is still being used and no-one has had any problem getting it inspected or registered. Also that kit has held up quite well. There are some other kits on the market, but I have no experience with any of them. jkm
