Handlebar collar: What is it's purpose?

I put new ODI lock on grips on my 250F last night. The throttle side grip replaces the throttle tube. Anyway, the lock on grip is a little wider than the stock throttle tube. This resulted in the throttle needing to be moved in about 1/4". I removed the collar since I couldn't move the brake lever inward any more without running into the radius of the bar.

What is the purpose of this part? It seems like it is an assembly aid for the factory to get the brake lever in the right spot.

BTW: the ODI grips worked good today. The LH grip didn't spin at all. I find that gluing and tying is a pain and only works good for a few weeks before the grips start to slow move.

Yep, just locates the brake clamp so there is some uniformity from the factory.
