'87 XR600 jetting - strange setup?!?

Have a '87 XR600 that I've had for a few months. It has a supertrapp exhaust, uni filter. Doing a little refreshing of the bike - installing a WB E-series 96db muffler.

Pulled the carbs and the previous owner has the following setup:

Primary carb: Main 125 (stock 122), slow jet 45 (stock), needle on 5th (lowest) notch (stock 4th notch).

Secondary carb: Main 135 (stock 122), needle on 2nd notch (stock)

Any idea why the secondary carb would be so much richer than the primary carb? Bike runs fine. I'm at 2500ft.
