Is the number that is designated on the main jet a decimal reference to the interior dimensions of the jet orfice?

For instance, a 132 is a jet with an ID of .132

Depends on the manufacturer and the jet. It number is a reference to the size but it is not always clear if the number is a direct reference to diameter. All good quality (OEM) jets are flow tested so even if the jet number is a direct reference to dia, it is not as simple as using a drill of that size. Myself, I just consider the numbers as arbitrary numerical reference. In any case 132 jet would not be .132 inches. A 300 main jet is no where close to .300 inches or even 3.00mm. However a 100 Keihin air jet is 1.00mm
