1999 WR Carb Question

I have a 1999 WR 400. With the top of the carb removed to access the needle, there is a set screw with a 14mm nut around it on the shaft. what is the function of this set screw?

I started mocking around with the setting.

What is the procedure for proper adjustment of this set screw?
