Got a little headshake...

I have an 04 CRF250 that really likes to give a good headshake after landing in little bumps, prior to hitting the brakes in braking bumps, or hitting little bumps in 4th or 5th and it really gets interesting running down loose gravel roads. Changing seat position settles it down a little but it's still a bit unnerving. It doesn't get bad enough to start any tank slap but it is something I would like to reduce or eliminate if possible. Right now, the forks are all the way out, compression and rebound are at the stock settings with one step stiffer fork springs. The rear is stock with the sag at 100mm after dialing up the preload a bit over two turns. I've even added a bit of preload on the steering head bearings with little improvement. Does anyone have any suggestions short of a steering damper to settle this bike down a bit?

try softening your compression 4 clicks and hardening (slow down) your rebound 6 clicks and tell me how that works.
