2004 RM-Z 250 jetting problems?

My 04' RMZ just had the top end rebuilt, that being said yes it is correctly timed and shimmed. Literally has about 15 minutes on the bike and those fifteen minutes were very hard running minutes (not ridden hard, but not running good).

I start it with the cold choke on and she fires right up and idles nice and smooth. Throttle is snappy and rides around alright. As soon as I shut the choke off BAM. It runs absolutely horrible. Spits and sputters, backfires and wont idle. I cleaned the carburator and shot carb cleaner through all the jets. Same thing happens. Could this be that the engine is getting too much fuel and not enough air? What are your thoughts? OH and also, if you shut it off there is no starting it back up. Very VERY hard to start when hot.

I have the same problem, tried going from #180 to a #182 jet helped...I am in wisconsin and it was 52 when I did this.
