ap timing screw measurement

Just got the jd kit for my crf and was wondering exactly where you measure the 2.5mm -2.8mm for the timing screw. Is that how much the screw sticks out or the bottom of the flat tab to the plastic arm. That metal tab is actually thicker where the screw threads so there is yet another point too.

I just need to know which point. Thanks.
