Front end squirrely on XR400

So after reading all the 6 year old posts on rake, I'm a little confused. Can someone clarify it for me? So to get better handling in sand I need to have "less" not "more" of the fork tubes sticking out of the top of the triple clamp, right? Essentially this will make the front end of the bike sit higher?

I raised my forks about and inch and half, and it made a world of difference, I have a 400 metre straight down my pack paddock that's ruff as from the dozer, and before had to hang on for my dear life down it, now I can hit it and get gear or two extra down it,

id recommend that you raise them see how it goes then if you don't like it lower them, its only 4 bolts and takes 5 minutes to change it,
