XR400 misfire

I've just bought a 1996 XR400 with a bit of a misfire. Just as I back off the throttle after opening it fully, it misfires until I apply some load to the engine again. This seems to be more prominent at low revs than high revs.

Have stripped, cleaned and blown through the carb and all of the airways. I thought it was the air cut-off valve, but it's clear and clean now.

I've got stock pipe and filter, 162 main, 62 pilot, and needle on position 3. Altitude is 600m and temperature is a bone dry 30C.

My hunch is that the bike is running a bit rich when I begin to drop the throttle slide down from full bore. Was wondering if anyone can make any suggestions before I play with the carb (again!).
