2001 RM 250 Jetting Question

I have a 2001 RM 250 and am trying to correctly jet the carb. I set the idle screw to provide a slightly fast idle and then turned the air screw to find the best position. Using the stock pilot (48, stock) it took > 2.5 turns. I dropped the pilot to 45 and i do not see much of an increase in ide speed from 1 1/2 turns to 2.5 turns, but when I go to 4 turns it significantly increases in rpm. Is this normal? I was expecting to have to increase the pilot above the stock 48, considering that the temperature is cold (~40F). If anyone has any adive I would appreciate it. I am trying to get the bike set-up for the colder weather.
