Steering damper - How will I know if it works?

I am not sure if the steering damper on my CRF250R 2008 work like it should. I have adjusted it to the hardest setting, but with the front wheel lifted I can easily turn the steering. No resistance is felt. The bike is new. How does your steering damper "feel"?

try turning the wheel really fast like a violent motion, then it should do something

I am using Shell Rotella T 15w40 diesel oil in my damper along with a valving change I did inside of it. It works really good now.

You can notice a difference between full soft and full hard when turning the bars moderately fast.
