rm 85 bog

Trying to help a local kid out. He has a 2006 rm85 and he is having bogging problems in the corners and all the time generally and off of starts holding the throttle at the rpm needed. I fixed the bog by adjusting the carb and uping the main jet to a 130. but for the starting problem i can not get the engine to maintain the "2 stroke scream" it revs then lets off then revs and lets off. I inspected everything ended up putting a fresh top end in it, new reeds, and yet it stills does it. Won't do it at any throttle position other than the 1/4 zone where you want the rpms to for a start. Does anyone have any ideas how to get that bog to go away?

could it be the throttle cable, reeds, carb float, could just need the carb cleaned out or summin simple.
