Please confirm: Seal orientation- breather

Hey guys. I took the left side engine cover off and discovered that the seal that lives inside the larger cover for the breather is in a direction I wouldn't expect. It is a standard oil seal with a garter spring on the inside. Usually when you install a seal the spring faces the oil- in this case the spring faces the outside of the motor. If you were to remove the inspection cover you would see the garter spring if you looked closely. It butts up against the actual cover and so when you take the cover off and look at it from the inside you just see the flat side of the seal.

Perhaps this is so the garter spring won't pop off when you push the cover on and slide it on the shaft? Perhaps the little Japanes lady put it in wrong?

I just checked mine, and its the same way. That seal prevents blow-by gasses (which come through the hollow shaft, into the inspection cover pocket, and out the breather tube) from entering the ignition system area.
