Weird discovery........

So I am in the process of rebuilding my front forks and I came to the weird realization that the bushing that sits above the washer, what I believe is part #4 on this microfiche (http://www.powerpartsplus.com/pages/.../2/yamaha.aspx) is larger on the left fork than it is the right.......Is this the way it is supposed to be????? I can't really see why??? Has anyone come across this before?

both should be the same

right after the oilseal there's the washer, followed by the bushing
