steering column question

Hi all, I bought an 08 yz250f new last spring and put 40 hours on it. I live in Chicago and needless to say its been cold so I have not been riding. I just went out and moved the bike around in the garage and found that the steering column is really tight. I can kind of feel the bearings as I turn the bars. Not sure if this is normal in cold weather, maybe the grease in the column needs to warm up? Or should I think about re-building it? Front tire is not flat.

My wr did this,the seeering stem had got water in it and rusted the bearings,not bad,but it made it stiff,i cleaned them and they were fine,but if they are bad you want to get new ones.
