General carb question WOT

Does higher rpm stumbling on WOT generally indicate a rich condition requiring a smaller main jet?

I'm assuming that at WOT throttle all other circuits are out of the picture.

Could something else cause this problem?

Always could be something else, like the ignition module, but carb is good place to start. Have you checked the plug? Should be light brown or darker. If it's black, then too rich. In my opinion, the best way to judge the jetting is by the plug.

No it's not. It's intermittant between 6k and 8k rpm. Rev limiter kicks in at 10k.
