is my stabilized busted?

My scotts stabilizer dial comes to a stop at the end point clockwise and counterclockwise. I just bought a used bike with a scotts stabilizer that will keep rotating. Is it an older model or does it need repair.

Needs a new base valve:

8 4003-01 Base valve (needle, seat & o-ring) (Dirt Bike)(1) $29.95

To get to my base valve I had to drill out the pin in the knob, so you have to replace the knob:

4 4016-01 Knob with pin(1) $12.95

Then you need oil for the oil change:

The rebuild process is simple, there is nothing too these stabilizers (moving parts wise), here is some rebuild instructions for the oil change:
