Should I rejet my bike

I have a 04 crf250r and it has balls and comes up in 1st,2,3 but 4th,5 is just a strong pull. I don't know if I should rejet it and take my 13/50 to a 13/49-48 so that I still have good torq in 1st,2 and the power. Also I'm hoping it will make 4,5 pull up. Anyone have any ideas or comments thanks
