KIPS POWERVALVE troubles

hey everyone. well i had my cylinder off the bike decided to take apart the powervalve system, sand blast cylinder, and hone the cylinder bore. Today i put the whole kips powervalve assembly back into the cylinder with my clymers manual on hand. got everything in and now when i operate the rod on the right side it sometimes jams up unless i wiggle it then it will move. Now i did use 2 stroke oil during assembly like the manual says. Also, i cant really see too much movement of the flapper type valves that are in the exhaust port, when i operate the rod they dont really go up or down. If anyone has any insight i would appreciate it. the bike is a 1997 kx125.

thanks tommie but it still didnt answer my question. i have the whole pv assembled already. If anyone can help or has an idea of what i did wrong if anything please help. read first post
