1998 wr400 no idle, and fuel leak

I started her up after a long winter and she won't idle. I can idle with choke on but that's it. It is leaking fuel out of one of the tubes that hang down under the bike, when I turn fuel off that stops.

Anyone have any ideas?

PS-fresh top end rebuild last summer and carbs were cleaned at that time. Wasn't expecting any issues this spring so hoping some of you fellas might be able to help me out.

The fuel leak is the O-ring around the valve seat. They get old, dry and don't seal. Fix that and I'd bet all the issues go away.
