Need Rear Shock clarification

I've read most of the posts on suspension set up. I need clarification on the rebound damp adjustment. Some have commented that there is so little rebound that you should look to "run the setting all the way out." This may be a dumb question but what does that mean? My manual say 0 for "harder/clockwise" and 16 for "softer/counterclockwise." All the way to 16? or all the way out to 0? Thanks

16 is the softest or the least amount of rebound. To me when they say "all the way out", that means all the way counterclockwise...like unscrewing a bolt or screw...taking it "out" so to speak. But this doesn't match what they're allegedly trying to achieve, because fully counterclockwise would be the least amount of rebound damping on the adjuster. You'd think that "they" would want fully clockwise to "0" which is the most rebound damping. My shock has a full Race Tech internal mod, so I can't even remember the pros/cons on the stock rebound characteristics.
