The cheating way to change fork seals...hammer a screw driver into the seal from the top, gently. Pry up on the seal, while twisting the fork tube. It will come out. Again, that is the cheating way...but it works.

The dampening rod is spinning. If you don't have a impact it will be hard without the correct tool. If leaving the springs in while you try to loosen the bolt doesn't work, and you don't have the correct tool, try takeing a wooden broom handle and shaping the end like a tall pyramid and tapping that into the top of the dampining rod. Hold the broom handle from spinning while you try to loosen the bolt.

If you are able to break the bolt loose with the srpings in, don't take the bolt out or the leg will pop off when you get to the last thread or two because of a little spring pressure. Once you break the bolt loose and turn it a couple times, take the springs out.

Those forks are old and may have some corrosion around the seals. If you just try pry them out in one whack you might bust the top of the fork leg. Pry a little at a time in different places until they come out. If your using a screwdriver, don't catch the blade on any lip inside the fork leg or gouge them.
