1989 cr250r clutch issue?

I recently bought a 1989 cr250r. I was told by the previous owner that the clutch cable was stretched and it needed a new cable. When I was riding it, it was acting funny. When I would slow down or let off the gas, it would sound like it's bogging down, and the bike would jerk forward and skip. I know it's not the clutch itself because it grabs like a tiger. My front end flies up and I chew my yard up. I just wanna know what the problem is and if it really is just the cable.
