hot start question, need help from an fcr guru asap

Ok I have a quick question. A buddys running a crf450r carb on an atv. He doesnt want to run a hot start so it obviously needs to be plugged. OK so the plunger goes in first then the spring then the cap (elbow piece), im assuming the spring just holds the plunger down until you pull the hot start lever which lifts the plunger thus leaning out the mixture. If this is the case can he just take the hot start cable off the plunger and then put the elbow back on to hold the spring and plunger in place? then just cap the end of the elbow and not worry about it?
