That nut isn't tightened down tight, I just use adjustable plier or you can use a screwdriver and hammer and tap it. When you tighten it make sure you don't tighten it to tight or your steering will be tight.

A set of pump pliers (slip joint pliers) will easily do the job.

An aluminium drift punch and a few light taps will also get it moving.
