Disc Brakes help please - should they hiss?

Total noob here I'm afraid... I bought a 2003 XR400R recently and thought I'd get my hands dirty as I want to learn as much as I can about the bike. I changed the tyres myself but when fitting the wheels on again I've noticed that the brakes "hiss" when the wheels turn. Trouble is I can't remember if they did when I bought it or not.

I followed every step in the Clymer manual and I guess now I'm stuck - is it normal for the brakes to emit a hiss when the wheels are turned or should the wheel turn completely freely?

They always drag just a bit but it should not be noticable when you ride. You might try disassebling the caliper and cleaning the pucks out. This will help them spread open easier and you will get better brake feel. New brake fluid will also change the feel.
