lower shock mount Yz

I have a question about the order the low shock mount bearing parts go. I have been in the habit of putting the distance collar (shouldered washer) in last with the shoulder portion facing out. I just looked at the manual and it looks like it shows the dust seal last with the distance collar behind it, with the shoulder portion facing in. Is the way it looks in the manual the correct way?

Maybe I have been doing it wrong and that's why that bearing always needs grease.

yes, you have been doing it wrong. Very easy mistake. My bike came with them installed wrong (used). It just did not seem right so I looked it up and viola! Some dummy had them in backwards! When installed correctly they will not fall out when you take the shock off.
